Our Nature

The Professional Committee of Strategic Stocks Petroleum (CPSSP) is a professional committee of economic development defined by the law n ° 78-654 of June 22, 1978.

It was created by the oil law 92-1443 of December 31, 1992 and its role specified by the decrees 93-131 and 93-132 of January 29, 1993, in order to reinforce the control of the State on the management system strategic stocks that had been managed since 1988 by SAGESS whose mission continues today under the aegis of CPSSP (art 3-II of the law of 31 December 1992 and art 9-b of decree n ° 93-132 of 29 January 1993).

The CPSSP has been rated ODAC (Organization Diverse Central Administration) since 2014.

Our Mission

The CPSSP's exclusive mission is to ensure the constitution and conservation of inventories of crude oil and petroleum products under the conditions set out in Articles L.642-5 and L. 642-6 of the Energy Code, to cover the part of the obligation of the authorized operators and the obligation of the unauthorized operators that they have delegated to it by law.

SAGESS performs on behalf of the CPSSP and on its behalf, the administrative and operational management of the strategic stocks obligation incumbent upon it. The CPSSP / SAGESS relationship is defined in the indefinite agreement signed between the two parties on 25 March 1993 and approved by ministerial decree.
